Otto Guevara demands the President to put on discussion the text presented by Oscar Arias as agreed in the pact of governance. The opening of the electricity market has not yet discussed in Congress and it causes high stress. So much so that if the run is taken on this issue could be brought forward that will test the solidity of the pact would be signed between the government and the Libertarian Movement. The secrecy with which it has handled the issue, responses to medium and the information has leaked about the electricity sector reform, have worried Otto Guevara, former Libertarian presidential candidate, they said that the signs point to Laura Chinchilla, president of the Republic is moving away from what was agreed in the pact signed between the two forces governance. The fear is that the initialed agreement ensures that the 24 votes of the legislative faction of the National Liberation Party will serve to approve the Electricity Law sent by the previous administration and not to promote a new plan for the sector, as announced Government three weeks ago. Thus, in the opinion of Guevara, "it would be jettisoning the work of four years," to promote and a concerted effort to respond to the country's energy needs. Similarly, what has been released so far from the draft to be sent to the legislative process starting next month, does not convince libertarians, who believe that this is a setback. "For us, this legislation is of vital importance for the competitiveness of the country and at the same time, so that the Costa Ricans and businesses can have a good service with better prices. The governability pact indicates that the PLN is committed to voting for the project that is under discussion in the Legislature and not for a new, "said Guevara. Even Guevara questioned did not seem true, he is still the opposition, have to defend the project promoted by the government of Oscar Arias and instead Chinchilla, is she the same party, discard it to promote another. THE REPUBLIC tried to find a reaction of Marco Vargas, Minister of the Presidency, on the position of libertarian leader, but even though he was called for three days and left messages for him to return the call, the closure of issue had not been possible to contact him. For now what is known of the new text to open the electricity market are a few strokes he unveiled the government on energy plan presented earlier this month. Among the topics that the new plan included the establishment of a limit on private participation of 100 megawatts for each cogenerator, allowing them only to produce because it maintains the distribution in the hands of the Costa Rican Electricity Institute (ICE) and the seven cooperatives and companies that at present. Also puts a limit production to 35% private capital and providing that only ICE can exploit geothermal energy. Moreover, the appointment of Eduardo Doryan as chairman of the ICE and Teofilo de la Torre as Minister of Environment, Energy and Telecommunications, generated concern among libertarians, considering that they are opposed to the electronic opening. "The government is sending a clear signal that the market would not open as required with these appointments, it seems he wants to keep the ICE as the sole or dominant buyer in a mixed market model that does not work anywhere in the world, boosting the Frankenstein could be a power that is not going to help achieve the project objectives, "he said Guevara.

According to Recope, the strategy will be implemented next year, while building a pipeline to transfer the bunker from a terminal in Puntarenas (former Fertica) to the generator. El comienzo de esa fase está previsto para el 2012. The beginning of this phase is scheduled for 2012.

The country is preparing to invest $ 200 million in infrastructure for unloading, storage and distribution of bunker on the Pacific coast. The project supplies, partly to the new thermal power plant installed in Montes de Oro, Puntarenas.
The Instituto Costarricense de Electricidad (ICE) has 200 megawatts generated by the plant Puntarenas to increase the country's energy security and warding off the risk of shortages, but the environmental cost of that security is high. The plant will burn 122 million gallons of fossil fuel per year and supply, between December 2010 and October 2011, will require travel 18 180 tankers whose starting point is the Limón port facilities.

The idea is that companies provide two thirds of the $ 9 billion needed to supply the country over the next decade The law project shall be presented to Congress in three weeks for approval Costa Rica bet to be the regional leader in the production of clean electricity. The goal is to eliminate the dependence on oil within a period not exceeding ten years. That is the purpose of the new framework that will promote power in the country, which brings major reform increased participation of private enterprise in the financing and production of energy, as long as they do with renewable resources. The country currently employs 8% of electricity based on oil derivatives. The rest is produced based on water, steam, wind or biomass. The new energy policies were announced yesterday by Laura Chinchilla, president of the Republic, who announced that the draft framework will send a study of the deputies in about three weeks. The amendment provides an opening only in the production of electricity, but not in marketing, as this task remains in the hands of the eight groups that currently exist. In this regard, the proposal creates two figures in a wholesale market, a buyer that is where will the Instituto Costarricense de Electricidad (ICE) and the seven public enterprises and cooperatives that operate today to be the only ones responsible for distributing energy to final consumers. In the other category are the producers formed by international public and private companies wishing to participate which marketed its energy to the previous companies. These groups will not limit production of electricity as it currently exists, but will depend on the needs that have the market. Something that will make clear the new policy is that priority power supply will be Costa Rica. Just in case there are surplus could be exported. The award of private projects will be managed by tender process to be developed by the Regulatory Authority of Public Services. The winner will be providing the technical conditions and the lowest price. "Once the award list, each vendor must sign a long-term contract with each of the eight distributors, in proportion to what each one needs," said Teofilo de la Torre, Minister of Environment, Energy and Telecommunications. The challenge is that private investors can help increase production of geothermal, wind and hydropower in the country, and encourage the development of electricity through biomass and solar. It is estimated that to meet demand over the next decade the country needs to double its electricity production, which amounts to saying that you need to install additional 2,400 megawatts. That task would represent an estimated investment of $ 9 billion. Of this amount, ideally, private capital two thirds contribution either through strategic alliances with ICE or personal investment. While the remaining third is provided from the budget of the state entity. Another purpose of the new energy policy is to ensure the universality of electricity, namely to ensure that caters to the whole country. This feature also will be entrusted to the state institute, which also allows you to go out and compete in the region. To that end, Chinchilla undertook to finance two hydroelectric megaprojects such as Reventazon Diquís (both up nearly 1,000 megawatts), and seek permission for the state company to explore and derive geothermal steam in national parks Corner Old and Tenorio, De la Torre said. Along with this reform, Laura Chinchilla also plans to run a series of actions within its energy plan for the next four years. Among the projects is, extending the oil port in Moin and build a terminal in the Pacific. Increase the storage capacity of the Costa Rican Petroleum Refinery (Recope) and enlarge the system of pipelines. Similarly, do not rule out construction of a refinery to supply domestic demand, through an alliance between Recope and its Chinese counterpart. "The construction of the new refinery will depend on whether it is cheaper to refine crude oil in the country, or import their derivatives at once. If the feasibility study says it is the second, then the refinery is not going, "said De la Torre. Chinchilla's proposal is viewed with great caution by energy producers, believing that a model is rare in the world. "It seems strange, do not remember opening similar models in other countries, I worry about how these figures will work in practice. But wait and see what the bill says to have a clearer picture, "said Mario Alvarado, CEO of the Costa Rican Association of Energy Producers.
